GRAND MARSHALS!!


Party: From the parade, say goodbye and a BIG THANK YOU to the RICHLAND Fire Dept. and head over to 217 Sitka Ct for the SPOOKY HOLLOW HOT DOG FEED. There will be chili dogs, chips, veggies, apples, juice bags, water, and hot apple cider.

Rachel Road Update/ Important Meetings

Below are details about two developments in the Rachel Road Alignment Study:
·         The preferred alignment has been determined.
·         The schedule for communicating the preferred alignment to Richland officials has been determined.
o   The City meetings and workshop are important – strong public attendance will show the City the extent of interest in the location of the road across the Amon Creek Natural Preserve.
o   It is especially important to attend the July 18 Richland City Council meeting, at which the formal alignment recommendation will be made (see meeting details below).
o   You wouldn’t need to speak at the meetings – your presence would speak for itself, especially if the public shows up in large numbers.
Preferred Alignment

The Rachel Road Alignment Study Community Advisory Committee (or “CAC”) facilitators have collated input on the alternatives for connecting Leslie Road to the new elementary school in Amon Basin.

·          As reported earlier, Alternative G (opposite from Lorayne J Boulevard) scored highest in the formal evaluation performed by the CAC.  Alternatives C (opposite Rachel Road) and E (the BPA access road) scored only slightly lower than Alternative G.
·         See page 11 of the document on this webpage or a diagram showing the alignment alternatives. 
·         Public input from the April 12, 2017, open house and the subsequent comment period indicated a strong preference for Alternative G.

·         Based on the formal CAC evaluation and input from the public, Alternative G will be recommended to the City Council.

·         There is widespread concern for protecting the Amon Creek Natural Preserve as much as possible.

City Workshops and Meetings

The Alignment Study process and results will be discussed with Richland officials in the following City workshop and meetings:

·         Richland City Council Workshop:  The CAC facilitators will present an overview of the Alignment Study process, results, and the CAC-supported recommendation. They will share input received regarding design features, enhancements and mitigation as considerations for future phases of the project.  Note that public comment is not allowed at workshops.

TIME:  6:00 p.m.
LOCATION:  Council Chamber at Richland City Hall (505 Swift Blvd)

·         Richland Parks & Recreation Commission Meeting:  The Commission will discuss their own recommendation to the City Council. (On April 13, 2017, the day after the second and most recent Rachel Road open house, the CAC facilitators presented to the Commission an overview of the Alignment Study process, including the CAC alternative ranking and open house input.) Public comment is allowed at this meeting.

TIME:  7:00 p.m.
LOCATION:  Council Chamber at Richland City Hall (505 Swift Blvd)

·         Richland City Council Meeting:  The formal recommendation to the Council will be made at this meeting. It is especially important to attend this meeting. Public comment is allowed at this meeting.

Amon Wildlands Walk hosted by Tapteal Greenway

Mark your calendars for a family-friendly, educational event April 29 in Amon Creek Natural Preserve in south Richland. The Wildlands Walk is a 1.5-mile guided hike through the Preserve and features stations along the trail where you will learn about the treasures that can be found in both shrub-steppe and wetland habitats. Short presentations about reptiles, shrub-steppe restoration, insects, mammals, birds, geology; a bird banding demonstration and native plant seed ball-making; and booths with information from several non-profit organizations are all part of this free event.

Tours start from Claybell Park (425 Broadmoor Street, Richland) at 9:00 a.m. and will run about 90 minutes. The last tour will leave at 10:00 a.m. Please leave dogs at home. There is no charge to attend.

Irrigation and KID

Willowbrook,

For information:  The Kennewick Irrigation District web site (www.kid.org) indicates that Willowbrook is currently experiencing an outage due to a failed pump that is being repaired.  The estimated date of irrigation water availability is April 25-30.

The web site is not the easiest web site to use. But if you have patience and persistence and want to check on the status yourself, go to the KID web page, click on Water Status/Outage Map, then follow the directions in the white pop-up box.  You will need to scroll down in the white box to see all the directions.  You will need to:
·         Select your address in the list of addresses that pop up under the search bar.
·         Click on the red area somewhere around where the arrow is pointing from the white box.  Hopefully you will see a white box titled “WATER On Date”.  To see the rest of the information click on the right arrow (triangle) in the gray bar to see the second part of the information.
·         Try clicking on different areas – I got different pop-up boxes when I clicked on different areas. You have to click on a piece of property (and not a culdesac or street) to get useful information.  The difficulty is that there are no lines to show property boundaries.  That’s where the patience and persistence comes in. J

Rachel Road Open House Update

Bryant Kuechle (who sent the message below**) works for the consulting company hired by Richland to work on the Rachel Road Alignment Study. His message says the materials from the open house are now available online – a great way to view them if you weren’t able to attend the open house last night.  

Comments are seriously considered and have played a big role in the study all along.  So if you have comments, please submit them by April 26.  You can submit electronic comments by emailing Bryant directly at bk@langdongroupinc.com.  The comment form here cannot be completed and submitted electronically (it must be printed, completed, and mailed in).  It suggests comments in the categories of:
·         Alignment alternatives and ranking
·         Design elements, and
·         Opportunities for environmental enhancement and mitigation.

Page 6 of the displays from last night (located here) provide the Alternative Evaluation Scoring Results. Note that route alternatives C (opposite Rachel Road), E (BPA access road), and G (opposite Lorayne J) ranked relatively closely, with G scoring the highest.

The current plan is to present the results of the study to the City Council on June 6th

Wildlands Walk in Amon Creek Natural Preserve

Where:  Starts at Claybell Park parking lot (near the corner of Bellerive Dr and Broadmoor St in Richland)


Did you know the area behind our neighborhood is actually a Preserve?  Tapteal Greenway is hosting one of their largest educational, outdoor events April 29 in the Preserve, formally known as Amon Creek Natural Preserve (ACNP).  The Wildlands Walk is a great opportunity for all ages to see what a treasure we have in the Preserve, including its wetland and shrub steppe ecosystems.

The Wildlands Walk begins at Claybell Park at 9:00 a.m. and consists of a guided 1.5 mile walk through the Preserve.  There will be stops at learning stations along the trail, where experts will be providing information and answering questions about:
·         Geology of ACNP and Amon Basin
·         Insects and reptiles of ACNP
·         Mammals of ACNP
·         Native plant restoration activity in ACNP
This is a fun event, and I highly recommend it.  I hope you can participate!

Rachel Road Alignment Study Open House Information

If you signed up on Richland’s enotify link to receive notifications about the Rachel Road Alignment Study, you already received the email below announcing the second public open house on the Rachel Road Alignment Study.

The alternative evaluation by the Community Advisory Committee (CAC) is complete.
  • (Route G on this diagram link is the preferred route. This route was included in a display of future transportation plans at the Comprehensive Plan open house March 20.  Route G ranked highest in the alternative evaluation process, in part because it scored well against criteria related to protecting Amon Creek Natural Preserve.  Rick Simon, Richland’s Development Services Manager, stated at the Comprehensive Plan open house that it is the City’s intent to follow the recommendations of the CAC.)
  • For people interested in the criteria and scoring that steered the alternative evaluation process, there will be more detailed presentations beginning at 6 and 7:30 pm.
  • The open house will provide the public an opportunity to comment on potential roadway design elements and Amon Creek Natural Preserve enhancements.
  • Tapteal Greenway, the founder of Amon Creek Natural Preserve, plans to keep the Preserve as a natural open space, which will influence the number and types of enhancements.)


Public input at the previous open house played a significant role in the CAC’s evaluation process.  Your input at the April 12 open house will have a significant impact also.  I hope you can attend!
