  1. Introductions of residents in attendance - 9 total residents in attendance
  2. Introductions of current Board of Directors
President - Christopher Childers (in attendance)
Vice-President - Marc Spinner (in attendance)

Financial Officer - Vacant
Assessments - Ryan Billen (absent)
Capital Projects- Doug Jones (in attendance)

  1. Approval of Board or Nomination of New Board members
    1. Motion to approve - Jay Reinhardt, seconded by Kathy Dechter, passed unanimously.
  2. Financial Report and next year’s budget
    1. Motion to approve - Sam Dechter, seconded by Doug Jones, passed unanimously.
  3. Board recommendation to increase annual dues from $125 to $150
    1. 20% increase in dues equals a 2% increase if annualized over the last 10 years.
    2. Last increase from $100 - $125 was over 10 years ago
    3. Maintenance, insurance and taxes increase 3-5% each year. 
    4. HOA to assume maintenance and snow removal on cut through pathways.
    5. Increased legal expenses fighting the high density development east of Willowbrook.
    6. Motion to approve - Jay Reinhardt, seconded by Sam Dechter, passed unanimously.
  4. Block wall extension and landscaping - 300 feet south
    1. Estimated cost - $40,000
    2. Spread over all homes in Willowbrook ($40,000 / 240 = $165 per resident) OR
    3. Costs borne by new residents in newly constructed residences ($1,000 per resident)
    4. Discussion
    5. Motion for new lot owners to be assessed $1,000 per lot in their first assessment
made by Tyler Reeser, seconded by Marc Spinner, 7 for, 2 against - motion passed.
  1. Development east of Willowbrook - high density apartment complex
    1. No motions made.
  2. Nomination of a Covenants Review Committee
    1. Discussion that covenants need updating; difficult process but necessary. 
    2. Covenants that are in place need to be enforced, comments by residents
indicate a strong desire for robust covenant enforcement.
c. Tyler Reeser and Christopher Childers volunteered for the Covenants Review Committee
