Approval of August meeting minutes

Motion was moved by Jay Reinhardt, seconded by Marc Spinner and approved by all to approve August minutes and post meeting minutes on the Willowbrook website.

Financial Update (Jeff Rampon, Phil Pinard)

• $35K MM, $3K Checking, $38K total balance.

• Request that residents mail their check to the Association in instead of taking them by hand.

• Majority of assessments have been received.

Architecture Committee Report (Jay Reinhardt)

• Willowbrook entrance damage:

The contractor (Southpaw Construction) has been on hold pending the insurance company photographing the site. As of yesterday, State Farm has the photographs they need and reviewing them. They should get back with Jay by the end of this week for final approval.

Once contractor orders brick, it will take at least two weeks to arrive (coming from Canada.) When the brick is in they will demolish wall and rebuild. Contractor said wall was not grouted to foundation at all, but will be grouted in new work.

Letter positioning will remain the same.

• Landscaping:

Common area from entrance north to meadow springs was damaged by electrical contractor. The land is settling behind the utility box because it wasn’t put back together properly. Incorrect sprinkler spacing made the problem worse. Heritage will correct the sprinklers spacing to 14 feet apart and fill in around the utility vault. They will also fix sod.

South of Leslie the sod died. Previous decision was made to wait until weather got cooler to replace the sod. Jay will meet with contractor tomorrow to walk the land and determine what needs to be fixed including damaged sprinklers, sink holes, dead sods, and some exposed irrigation pipe which will be covered with River Rock.

Re-Zoning Petition:

HOA received a request from a homeowner to find out if HOA is interested in being a co-sponsor for a petition to re-zone section of land that abuts Willowbrook, as it is currently zoned as hi density residential.

Phil Pinard motioned to co-sponsor petition to re-zone parcel of land abutting Willowbrook that is currently zoned as hi density. Jeff Rampon seconded, all approved.

HOA Board Members:

Jeff Rampon motioned to nominate Marc Spinner as Vice President of the Willowbrook Homeowners Association. Phil Pinard seconded, all approved.

• Next meeting will be on at 7:30pm, Tuesday, October 13th at the home of Chris Childers, 217 Sitka Court.

Update on Common Area Landscaping Along Leslie

The contractor responsible for repairing Willowbrook’s common area landscaping north of Willowbrook Place has finally completed their work to our satisfaction. They had done earlier substandard repair work after trenching through our lawn, and with the help of the city’s Electrical department they finally went back and corrected their repairs. The sod does not look very good now, but by next Spring it should look fine.

A different contractor is responsible for repairing the common area south of Willowbrook Place. That contractor has been waiting until the weather cools to lay sod to replace the dead sod. Now that the weather has cooled they should be completing their work by the end of September. They will be adding some sprinklers, filling in sink holes, adding decorative rock in several planting beds, and replacing all the dead sod along Leslie south of Willowbrook Place.

Approval of July meeting minutes

Motion was moved by Pete Berry, seconded by Jay Reinhart and approved by all, to approve July minutes and post meeting minutes on the Willowbrook website.

Financial Update (Phil Pinard)

• 101 assessments collected this year to date. 6 of 40 outstanding from last year have been collected.

• Spent more last year than we took in. (Financial Statement - attachment 1) Need to determine if we will collect a special assessment for the wall or if we will raise assessments as a whole next year. Plan to discuss further next month.

Architecture Committee Report (Jay Reinhardt)

Willowbrook entrance damage:
Received multiple bids to repair the damage done to the Willowbrook entrance (attachment 2). Bids are to replace the Willowbrook brass letters and repair the wall. Jay Reinhardt proposed the WCA pay an additional $130 to move electrical outlet as an add-on to the damage repair. Two options were presented for replacing the letters – brass versus synthetic. Samples of each material were brought to the meeting for board review and decision.

Jay Reinhardt proposed the board accept Bid#2 Southpaw Construction with the brass lettering option for $4,295 and that the WCA will fund an additional $130 to move the outlet behind the bush. Phil Pinard seconded the motion - all approved.


Architectural Control Committee Overview: The committee is made up of three members, Jay Reinhardt, Jeff Rampon, and Mark Manthei. Purpose of the committee is to enforce the building codes for every structure in the neighborhood (fences, residences, etc.) Jay Reinhardt provided board members with a copy of the Request Review Process (attachment 3).

Landscaping: North of Willowbrook Place the City of Richland will be replacing the dying sod as well as repairing the irrigation. South of Willowbrook Place, the contractor will be replacing the sod when the temperatures come down.

Fence Replacement: July 16th email update to board (attachment 4). Requested that this email be included in the August WCA Board meeting minutes for future reference.

KID Update (Pete Berry)

• In early August, a 50 year old irrigation pipe broke and caused flooding onto a residents property. KID repaired the pipe but in the process caused a temporary water outage to the neighborhood. The problem was fixed relatively quickly. Note of thanks will be sent to KID after the next board meeting.

Amon Basin Update (Linda Warren)

• Tapteal Greenway Association (TGA) is looking for grants in order to buy another 150 acres. Challenge will be to convince the City of Richland that they need more park land due to the loss of tax value.

• The Amon Basin Group is looking for children interested in participating in a monthly educational program that would include field science topics.

Approval of June meeting minutes

Motion was moved by Chris Childers, and approved by all, to post meeting minutes on the Willowbrook website.

HOA Board position descriptions

· It was agreed that descriptions and duties for each of the Willowbrook HOA Board positions should be defined, reviewed and recorded for future reference. Once defined, board position descriptions will be posted on the Willowbrook website.

· Each board member will write up a description of duties for their respective board position and send to board members for review and comment prior to next meeting.

Assessment Update (Phil Pinard)

· Assessment letters have been issued. To date, 43 payments have been received – approximately 25%. Additionally, three payments from last year have been received.

· The property owners list has been updated as of July.

· Covenant reminders were not included in assessment letter but will be sent out separately.

Architecture Committee Report (Jay Reinhardt)

· Willowbrook entrance damage: The brick wall at the Willowbrook Place entrance was damaged after a young Willowbrook resident drove into it at speed when attempting to turn into the neighborhood. State Farm insurance has asked the HOA to provide two competitive bids for repair. Jay Reinhardt has contacted two masonry companies. The scope of work must include demolition, removal and rebuilding of the wall as well as replacing or repairing the sign. Jay will also contact an additional contractor to look at electrical repairs.

· Landscaping: Landscaping has not been restored on the north side of Willowbrook Avenue. Jay will contact the city of Richland about getting this taken care of promptly. Jay will contact contractor regarding dead grass on south side of Willowbrook entrance for replacement.

· Fence Replacement: Received Southpaw Masonry bid for Willowbrook fence replacement good for 30 days (8/7/2009). This bid is approximately $85K and includes tearing down and disposing of existing fence along Leslie Road (approx 2000 linear ft) and replacing with a 4” CMU block fence wall 6’ height.

Discussion: Should the fence be replaced now or later?

o We have an opportunity to save money on the fence replacement by acting now.

o Should the fence be left as is and ‘spot’ repair as necessary until such time that it be replaced (3-5 years)?

o Is it feasible to approach project in phases? (i.e. Purchase the materials now, then contract the remaining work when the HOA has saved the remaining money.)

Determined further actions should be taken:

o Obtain a new quote to include replacing the entire wood fence with masonry. (Jay Reinhardt)

o Obtain a quote to replace the sections of wood fence not directly against Leslie Road with a new wood fence. (Jay Reinhardt)

o Re-check prior quote received for scope of work. (Jay Reinhardt)

o Investigate the cost savings of homeowner volunteers knocking down and disposing of the fence. (Phil Pinard)

Covenenant Violations

· Flat tire car on Piper has been moved.

· Suburban on Piper has been moved.

· Contact Dusky Court on landscaping issue. (Christopher Childers)

· Contact home on Willowbrook regarding landscaping completion. (Jay Reinhardt)
